I think that it is but proper to set some rules that will prohibit those persons who are using their cell phones inside a movie house. This is just right because people who are paying for the movies need some quiet time to watch and listen to it. This is the best time for some people to relax and how can they do that if other people are making noises inside the movie house. We just have to be very considerate about other people's rights.
